A native of Peoria, Elizabeth is a 2004 graduate of Richwoods High School. Following high school, she attended the University of Illinois at Urbana-Champaign where she received her Bachelor of Science in Psychology.

Elizabeth received her Juris Doctorate from the University of Iowa College of Law. She has additional study in law through Trinity University in Dublin, Ireland and Charles University, Prague, Czech Republic. During law school, she served as Editor-in-Chief of The Journal of Corporation Law and authored an article in the area of international intellectual property law.

Elizabeth practices in trust and estate law, financial planning, real estate, and corporate planning.  She specializes in landlord/tenant law, estate/trust litigation, and residential/commercial real estate. Elizabeth regularly litigates matters in court.

Elizabeth is a member of the Illinois State Bar Association and the Peoria County Bar Association.   She currently serves as co-chair of Prairie State Legal Services' Campaign Committee and is a trustee on the board of the Peoria Historical Society. She resides in Peoria with her husband and son.

The law firm of Kavanagh, Scully, Sudow, White & Frederick P.C. announced on May 1, 2014 that Robert C. Gates rejoined the law firm and elected Gates as a shareholder and partner of the firm.

Prior to returning to Kavanagh, Bob Gates served as the General Counsel and Vice President of Human Resources at the Federal Companies a transportation, moving, storage and warehousing company.  In that capacity, Bob was responsible for all legal and corporate affairs and led the human resources department. 

Bob first joined Kavanagh and served from 2008 -2011, returning in 2014.  He concentrates his practice in general corporate and business matters (including not-for-profit institutions) commercial transactions; labor and employment; estate planning and administration; local government law; and taxation. 

Before joining Kavanagh in 2008, Mr. Gates represented the City of Chicago as an Assistant Corporation Counsel.  Bob represented the City in civil litigation matters, focusing on tax and revenue litigation.  He also advised City departments on legal and policy issues involving constitutional law and various corporate, municipal powers. 

In the community, Mr. Gates has held numerous leadership positions with the Peoria Area Chamber of Commerce and the Greater Peoria Business Alliance.  Previously, he served as a member of the American Red Cross Heartland Heroes Dinner Award Committee; Peoria Symphony Orchestra Board of Directors; Heart of Illinois United Way Campaign Committee; the East Seals Tribute Dinner Committee; and the WD Boyce Council of the Boy Scouts of America Distinguished Service Award Committee.

Bob earned a bachelor of Arts in Public Administration from Miami University (Ohio).  He is a cum laude graduate of the John Marshall Law School, having graduated in the top 5% of his class and was a member of the John Marshall Law Review.  He is married to Peoria native, Lisa (Frank) Gates.

Phil received his Bachelor of Arts degree, magna cum laude, in Philosophy and Math from Southern Illinois University in 1972. He received his Juris Doctor in the charter class of Southern Illinois University School of Law in 1976. He is licensed to practice law in the State of Illinois. He is also admitted to practice before the United States District Court for the Central District of Illinois; United States Court of Appeals, Seventh Circuit; and the United States Supreme Court.

Prior to attending law school, Phil served with the United States Army. He is a decorated Viet Nam veteran and was awarded two Bronze Stars, the Purple Heart, and the Air Combat Medal, among others. Phil joined Kavanagh, Scully, Sudow, White & Frederick, P.C. as an Associate in 1976 and became a Member of the Firm in 1982. He represents, as General Counsel, over 150 public libraries throughout the State of Illinois and six of the ten regional Library Systems. In addition, he assists other types of local governments, including cities, school districts, and park districts. He is an experienced appellate advocate and practices before the Industrial Commission in Worker's Compensation matters. Phil is also a published author on behalf of the Illinois State Bar Association.

Phil is an active member of the Illinois State Bar Association, serving the state in the local governmental law committee and lobbying members of the State Legislature on areas of interest for his clients.  Additionally, Phil is an active member of the Peoria County Bar Association, having just won the 2015 Public Servant Award for his years of service to Illinois Libraries, Municipalities, School, Park, Police and Fire Districts.  He has served for over thirteen years in the Assembly of Delegates of the ISBA and has served on dozens of committees, section councils and task forces during his tenure.

Phil is also active in a number of community organizations and is a regular presenter to numerous Illinois State Library Institutes, the Illinois Library Association's Annual State conventions, the Illinois Association of Park Districts State Convention and Annual Legal Symposia, and to dozens of continuing education programs for various library systems.

Brian was admitted to the practice of law in Illinois in 1986. He concentrates his practice in real estate law and represents both buyers and sellers of residential and commercial real estate. Brian also assists many clients with commercial real estate issues including sales and acquisitions, leasing, property tax assessments and exemptions, development, subdivisions, zoning, environmental problems and status of title and title insurance. Brian's real estate practice also includes public housing and the development of mixed finance affordable housing and local government law. Brian's firm is an agent of the Attorneys Title Guarantee Fund and he has personally acted as title agent on numerous transactions and has issued many real estate title commitments and title policies as a title agent. He has an extensive practice assisting landlords with leasing and evictions. Brian also represents condominium and homeowners associations.

Brian serves on the Methodist Hospital Board and was on the executive committee of the Neighborhood House for years.

Brian has been active in the Peoria Area Chamber of Commerce and a graduate of the Chamber's Community Leadership School and Political Action School, Brian served as a Chamber Ambassador, as a member of the Chamber's Government committee. Brian was also a member of the Peoria Jaycees for several years including serving as the chapter's Management Vice President. Brian has also been a volunteer for the Nature Conservancy. Ann R. Pieper is a Shareholder and Partner at Kavanagh, Scully, Sudow, White and Frederick P.C.

Ann regularly advises clients on policies and procedures to reduce litigation exposure, advises clients on concerns prior to adverse action, and litigates on behalf of her clients in court and at the administrative agency level. Ann's approach to law is practical and realistic as she aspires to identify her clients' problems and find workable and long term solutions.

Ann specializes her practice in family law (with a focus on the collaborative process, mediation, and full litigation if necessary) and Guardian Ad Litem work (representing the best interests of the child in contested custody litigation to the Court).  She also has expertise in municipal law, employer's side labor and employment concerns including union and non-union negotiations, and school law (particularly special education issues).
